Translation of the above is as follows:

Thursday is the first day of the blessed month of Ramadhan
 in the kingdom of Saudi Arabia, may Allah preserve her.

Bismillah Allah ar-Rahman ar-Raheem
as-Salamu alaikum wa rahmatul Allahi wa barakatuh
the high committee of Judgeship of Saudi Arabia has declared that
thursday September 13th/ 2007 will be the first day of the blessed
month of Ramadhan. Wednesday will be the thirtieth day of Sha'baan in
the year 1428.

Therefore we send our congratulations for the occasion of this great
month, we ask Allah to give us and you success.
