Should the Missed Fasts of Ramaḍān be Made up Before the Fasts of Shawwāl?

Clarification on whether the fasts of Ramaḍān must be made up before the optional fasts of Shawwāl.

Imām Muḥammad ibn Ṣāliḥ al-ʿUthaymīn – hafiẓahullāh- said:  “[There occurs] in the ḥadīth: “Whosoever fasts the month of Ramaḍān, then follows it up by fasting six days in the month of Shawwāl, it will be as if he has fasted the whole year.”1 Thus, whoever has yet to make up some of the missed fasts of Ramaḍān, has not yet truly fasted the [whole] month of Ramaḍān; and this is something very obvious … So there is no fasting the six fasts (of Shawwāl), except after completing the missed fasts of Ramaḍān.”2
